    Connecticut Gov. M. Jodi Rell says she’s preparing a second executive order to run state government without a budget in place.

    Rell says that her latest plan will be austere because the state has lost about $2 billion in expected revenues over the past year. She says tax collections are still declining. She says the state can’t afford to spend at current levels and there will be “a huge decrease” for some agencies. The plan will cover the state’s August expenses. The Republican governor refused to offer any insight into the sporadic, closed-door budget talks she’s been having with state lawmakers. They’ve yet to reach an agreement since adjourning the regular legislative session on June 3.

    Lawmakers and Rell have agreed not to discuss the talks with reporters.
